The Circle of Efficiency
A lot of research has been done on IT efficiency. Most recent studies concentrate on power usage and the associated cooling requirements. Organizations like the EPA (Environmental Protection Agency) in the United States, the Joint Research Center of the European Community but also the Dutch Government have conducted research on energy usage within the IT.
Data Center Infrastructure Efficiency
In the published documents two indices are used to quantify the electrical and mechanical efficiency of the data center. Although useful, the DCiE does not reflect the overall efficiency, for this you need to consider much more.
IT Infrastructure Efficiency
There are currently no internationally accepted standards for expressing the efficiency of IT equipment. Discussions on the topic often get mired in the difficulties of comparing fundamentally different IT architectures.

The greatest gain in total chain efficiency results from better utilization of existing IT resources. Effective use of these resources requires, above all, knowledge, management and planning of current capacity but also that of future capacity needs.
This is a powerful statement, valid for all resources comprising your IT service: people, E&M infrastructure, IT infrastructure, time etc. The impact of optimization differs, of course, from element to element.
